On February 21st, amidst the solemn strains of the national anthem, the 4th Session of the 6th Faculty and Staff and Trade Union Members' Representative Assembly of our university commenced in the Academic Lecture Hall of the Leda International Art College. Seated at the front row of the podium were university leaders Chen Liang, Wang Yongqin, Wang Xibo, Ji Lihuai, Yao Zhenjun, Feng Baoqiang, and Li Juan. The assembly was attended by 185 official delegates and 33 non-voting delegates. The meeting was presided over by Wang Xibo, the Deputy Secretary of the University Party Committee.

This meeting signifies a significant step forward in the participation of faculty, staff, and trade union members in the democratic management and supervision of the university. The presence of the university leaders underscores the high level of importance the institution places on this assembly, ensuring its smooth progression.During the conference, delegates will engage in discussions on various topics concerning the development of the university and the rights and interests of the faculty and staff, offering suggestions and recommendations for the future growth of the institution. The convening of this assembly will further propel the process of democratic management within the university, fostering the healthy development of its various endeavors.

Party Secretary Chen Liang pointed out that the 4th Session of the 6th Faculty and Staff and Trade Union Members' Representative Assembly is a united, democratic, and progressive conference convened at a critical juncture. This period is marked by the implementation of the spirit of the National Education Congress, the execution of the Outline for Building a Strong Education Nation, the conclusion of the 14th Five-Year Plan, the formulation of the 15th Five-Year Plan, and the completion of a cycle of spiral development in Shijiazhuang University's "Second Entrepreneurship." The conference not only comprehensively and objectively summarized the achievements made since the fifth "Double Congress" but also arranged and deployed the work for this year. During the conference, the representatives spoke for the faculty and students, performed their duties, and served them, demonstrating the value of the representatives and showcasing the spirit of the times. The year 2025 is one of surpassing and advancing to a higher level. The university will focus on the theme of "continuously enhancing quality," raise the benchmarks, intensify efforts, and strive to make the development of the university's endeavors more robust and the happiness of the faculty and students more palpable. With practical actions and tangible achievements, the university will vigorously write a new chapter in its high-quality development.

The meeting heard and deliberated on the work report titled "Breakthrough and Leap Forward to Achieve New Success, Striving for Excellence to Embrace the Future, and Endeavoring to Write a New Chapter in the Construction of a First-Class Applied University" presented by President Wang Yongqin on behalf of the university (hereinafter referred to as the "Report"). Additionally, the meeting received a policy interpretation from Vice President Feng Baoqiang regarding the "Implementation Plan for Performance-Based Salary Distribution at Shijiazhuang University (Trial) (Draft)."

The "Report" begins by reviewing the major work of the school in 2024. It points out that over the past year, the school has seized the significant historical development opportunities presented by the new round of technological revolution, industrial transformation, and the construction of the provincial capital, comprehensively implemented the "1396" development strategy, and achieved outstanding results in various aspects such as party building, talent cultivation, teaching and research, faculty team building, open education, campus management, and deepening reforms in key areas. We have adhered to party-led initiatives, strengthened organizational guarantees, and further enhanced the overall leadership of the party; intensified connotative development, optimized disciplines and majors, and further improved the quality of education and teaching; persisted in both attracting and nurturing talents, implemented a strategy of strengthening the school through talents, and further elevated the level of the faculty team; kept in mind the mission of educating people, devoted ourselves to fostering virtue through education, and further enhanced the quality of talent cultivation; strengthened organizational coordination, adhered to innovation-driven development, and further raised the level of scientific research; deepened the integration of industry and education, promoted the convergence of science and education, and further enhanced the ability to serve the local area; upheld open education, accelerated the pace of going global, and further expanded international exchanges and cooperation; optimized the educational environment, improved the well-being of teachers and students, and further upgraded the level of service and support.

The "Report" clearly outlines the general requirements for the school's work in 2025: to closely focus on the theme of "sustaining efforts to enhance quality," to take initiative and strive for excellence, and to steadfastly continue to promote the effective implementation of the "1396" development strategy, accelerating the construction of a first-class applied university. The "Report" proposes to intensify efforts and improve efficiency in the following nine areas: First, to uphold the banner and gather strength, intensifying efforts and improving efficiency in the project of party building leading the way and forging the soul; second, to consolidate the foundation and optimize the structure, intensifying efforts and improving efficiency in the project of adjusting and optimizing disciplines and majors; third, to emphasize both attracting and nurturing talents and strengthening capabilities, intensifying efforts and improving efficiency in the project of cultivating young talents; fourth, to uphold great virtue and shoulder great responsibilities, intensifying efforts and improving efficiency in the project of enhancing students' comprehensive qualities; fifth, to leverage strengths and address weaknesses, intensifying efforts and improving efficiency in the project of cultivating major scientific research achievements; sixth, to shoulder major responsibilities and make contributions, intensifying efforts and improving efficiency in the project of integrating industry, academia, research, and application; seventh, to focus on openness and promote cooperation, intensifying efforts and improving efficiency in the project of enhancing the quality and efficiency of international education; eighth, to elevate the standard and showcase charm, intensifying efforts and improving efficiency in the project of transforming and upgrading campus quality; ninth, to plan reforms and stimulate vitality, intensifying efforts and improving efficiency in the project of upgrading governance effectiveness.

During the conference, all delegates from the 18 delegations, with full work enthusiasm and a positive mental state, earnestly listened to and deliberated on the university's work report, financial report, and labor union report. They specifically discussed the "Shijiazhuang University Performance-based Salary Distribution Implementation Plan (Trial) (Draft)" and actively offered suggestions and recommendations on the difficulties and pain points of the university's development, proposing many constructive opinions and suggestions. They voted and passed the "Shijiazhuang University Performance-based Salary Distribution Implementation Plan (Trial) (Draft)" and the "Resolution of the Sixth Session of the Fourth Staff and Trade Union Member Congress of Shijiazhuang University."

The Sixth Session of the Fourth Staff and Trade Union Member Congress of the University successfully completed all its agendas and concluded triumphantly!
