Recently, the Hebei Provincial Department of Education issued the "Notice on the Announcement of Provincial College Internal Audit Pilot Projects" (Ji Jiao Shen Han [2024] No. 3). The project titled "Informatization Construction and Application of Audit for University Maintenance Engineering" submitted by our university's Audit Office, has been selected as a provincial pilot project for internal audit in colleges and universities.
In recent years, with the rapid development of information technology and the continuous improvement of university governance systems, traditional audit models have struggled to meet the new requirements of internal audit work in the new era. To implement the spirit of the first meeting of the 20th Central Audit Committee and to follow the guidance of the Provincial Department of Education and the Provincial Audit Office on internal audit work in colleges and universities, our university has placed great emphasis on audit informatization construction. This initiative is seen as a crucial measure to enhance audit efficiency, prevent risks, and support university governance.
The pilot initiative seeks to optimize maintenance fund efficiency, elevate project quality, and reduce financial risks. It will develop an IT-driven audit management system for maintenance projects, establishing a lifecycle audit framework. This system will target critical areas like project approvals, maintenance frequency, and construction standards to identify funding discrepancies and ensure compliance. It will focus on key aspects such as hidden acceptance procedures, maintenance frequency, and construction quality, revealing issues related to fund allocation, management, utilization, and performance. The project aims to enhance the quality of maintenance engineering construction and ensure that project outcomes meet expectations.
The successful approval of this project reflects the Provincial Department of Education's full recognition of our university's audit work and its high expectations for our future development. Moving forward, the Audit Office will seize this pilot opportunity to deepen the integration of "business and audit collaboration," transforming audit efficiency into governance effectiveness. This will comprehensively improve the quality and level of audit work, using high-quality audits to drive the high-quality development of the university.
